Sometimes the availability of space and equipment for training does not match the number of people needing to use it.

In developing an Operational Plan, adminstrators must consider the feasible usage limit of facilities and try to determine whether there is a "membership ceiling", above which problems become impossible to solve. If there is inadequate training facilities it will have a detrimental effect on the membership. Furthermore over use of facilities will cause a degradation in quality of programs.

A facility use schedule is an important component of the operational plan.
